In Philadelphia, where murder rates are among the highest in the country, tensions between the police department and the Citizens Oversight Committee have been rising. The committee starts focusing on police shootings, especially those involving Homicide Sergeant Matt Payne, known as the "Wyatt Earp of the Main Line." The committee's leader is found shot dead on his porch, sparking protests and unrest. Payne, suspected of being involved, becomes determined to uncover the truth. He is investigating the murder of a young family, including a reporter who was working on a drug series for Pulitzer Prize-winning journalist Mickey O'Hara. The reporter was killed with his wife and child, and a note told them to stop the drug stories. Payne and O'Hara refuse to back down, even as they realize they may be next.
