About “Act of 5th November”
The Act of 5th November 1916 was a declaration issued by Emperors Wilhelm II of Germany and Franz Joseph of Austria. It promised the creation of the Kingdom of Poland from the territory of Congress Poland, which its authors intended to be a puppet state under the control of the Central Powers. The act was motivated by the need to recruit soldiers from German-occupied Poland for the war against Russia.
