David Harwood moves back to Promise Falls, New York, after the death of his wife and the collapse of his newspaper, bringing his nine-year-old son with him. When he discovers that his cousin Marla has been secretly raising a child she claims was a gift from an "angel" left on her porch, and that the child's real mother has been murdered, David begins investigating, uncovering a series of disturbing events including ritualistic animal killings and an abandoned Ferris wheel, which suggest that the town is being punished for past sins.
