Set in Tokyo in late 1941, the novel follows Harry Niles, a man navigating personal and political dangers as he tries to survive the impending attack on Pearl Harbor. Niles, who is caught between conflicting loyalties due to his upbringing and relationships, faces threats from a samurai bound by honor to kill him, the Japanese high command's plans for conquest, and his own entanglements with a Japanese mistress and the wife of a British diplomat.
