About “Decision at Doona”

After first contact with the Siwannese ended in that race's mass suicide, the Terran government bans contact with sentient creatures, allowing colonization of a planet only if it is uninhabited. Spacedep's survey of Doona was mistaken, however: it is inhabited by catlike Hrrubans, forcing colonists to choose between leaving, killing the natives, or learning to coexist.
