When a foreign exchange student is found murdered at an Iowa University, Deputy Sheriff Clyde Banks begins an investigation that uncovers a conspiracy involving a powerful department using federal grant money for dubious research, resulting in the creation of a dangerous biological agent. The plot extends from the small college town to Washington, D.C., and the Gulf, where Banks's Army Reservist wife is deployed, forcing him to confront a threat that could lead to the mass killing of Americans.
