The war between the Sontarans and the Rutans has lasted for millennia, resulting in billions of deaths and the destruction of entire star systems. The human colony world of Raghi is a key location in this conflict. When the Fifth Doctor and Turlough arrive, they encounter a society governed by a strict caste system. However, the colony is hiding secrets—members of the lower caste are dying from a mysterious illness, and people are disappearing. Strange objects have also been seen orbiting the sun. The novel explores why Raghi is so important to the alien empires and the potential cost of the war's resolution.
