A series of brutal attacks by the M'dok Empire has destroyed the planet Tenara, prompting the Enterprise and the Federation starship Centurion to come to its aid. The Centurion is commanded by Captain Lucius Sejanus, who takes a more aggressive approach against the M'dok than Captain Picard. As the situation worsens, Sejanus's strategy appears to be justified, as only extreme actions seem to stop the M'dok's raids. The people of Tenara face a choice between peace and war. However, an officer aboard the Centurion has already made the decision for them, planning to start a full war between the Federation and the M'dok Empire.
