The USS Enterprise returns from its first voyage to the edge of the galaxy and travels through the Taurus Reach, a remote region of space where a new Federation space station, Starbase 47 or Vanguard, has been built. Captain James T. Kirk is puzzled by the Federation's sudden interest in the area, especially given its proximity to the Tholian Assembly, a xenophobic species. He orders the Enterprise to dock at Vanguard for repairs. Kirk and others begin to suspect that Vanguard holds secrets beyond its surface. The Tholians, Orions, and Klingons also believe the Federation's presence in the Taurus Reach is not benign. When a disaster strikes deep within the Reach, Kirk, Spock, and Enterprise specialists join Vanguard's crew to investigate and manage the damage. They uncover the true purpose of Vanguard and the potential consequences of its mission for the entire region of space.
