Cyril Northcote Parkinson (1909–1993) was a British naval historian and the author of some 60 books. He is best known for his 1957 best-seller Parkinson's Law, which introduced the satirical adage that "work expands so as to fill the time available for its completion." The law came to be taken seriously and led to his being regarded as an important scholar of public administration and management.
