Emma, who lives in Cornwall with her grandmother, a famous retired actress, wakes to find the world seemingly in chaos: no communication services, a warship in the bay, and American soldiers advancing toward her home. The time is a few years in the future, following England's withdrawal from the Common Market and its decision to enter a union with the United States, which begins to resemble a takeover despite its initial promise of equality.
